Because it is funny once you learn the characters. The same as pretty much any sitcom.
Because Sheldon is endearing in his autism and often funny.
And Penny is hot, cute and sexy as gently caress all at the same time which is not an easy trio to pull off.

Penny is not my type so I can't even get on the fan bus there. I feel like she's just there to be attractive for folks to watch her make the same tired jokes. Like...they wouldn't watch the tired jokes if she wasn't there. Which means it is a bad and poorly written show.

I didn't find Sheldon's autism endearing. I found it forced and intentionally obtuse. Like "I know the write answer, but I'm going to do this because its FUNNY or RANDOM"
