Crossbows and the Dawnguard armor set are literally the only reason to own the DLC outside of mods that depend on it (a lot, surprisingly), and if you bought it outside of the legendary edition I am LOL (laughing out loud) at you, right now.

Early Oblivion combat is over relatively quickly, both parties actually pose a threat to each other, and you're not going to notice when you miss because all the hits do enough damage to make up for it. Once enemy health starts getting out of control, you're going to be at a point where you can take a ton of weak hits with no consequences, but you'll be standing there clicking away, noticing every time you get a miss because the health bar didn't move as opposed to moving just barely, only it's even longer than early-game Morrowind combat because you're dealing with endgame health pools. If anyone says Oblivion's combat was an improvement over Morrowind I guarantee it's going off how it's presented rather than how it is in practice, because on a mechanical level they're incredibly close to each other, only one somehow manages to get worse over time.

Which Morrowind Code Patch also allows, in addition to fixing a ton of little problems. Apparently it was intended to be as Oblivion, but Bethesda couldn't get it to work because Bethesda.
