The rich have less kids because on average they wait until they are older and only have 1-2 kids. Meanwhile you've got broke teenagers pumping out kids because education and healthcare in this country are utter poo poo. The poor stay poor because they are paid at just barely subsistence level and can't save any money, so if an emergency or life event happens they either have to borrow money or just get hosed. The way out is save up investment capital and then do something reasonable with it but pretty much nobody can save up more than a grand or so.
