Every unit gains experience and levels up. And those Exemplars that were promoted from infantry inherited their previous units' levels and improvements.

This is one of the two benefits of upgrading existing units. It's instant and you don't lose precious combat(and the miniscule milling about) experience. The cost in resources is the same as recruiting a fresh unit. So in total you pay the original recruitment cost plus the full price of the upgraded unit.
