Simple: A month after the car was bought, something happened to it wherein insurance decided that it was better to replace a car that cost at minimum $22k, than it was to repair whatever damage occurred. $10k+ in damages is most certainly not a "fender bender".

In other words, a $7k paintjob should look really goddamned good and not require any prepwork to be done by anyone other than the bodyshop, and calling it just a paintjob is a bit misleading. But since we are talking about hackjobs... it should inlcude ghost flames, brah!
