I've figured it out, the next tomb raider is an xbox exclusive because square enix are loving assholes, the reboot sold like 4 million copies but it "fell short of expectations" (their words, even though final fantasy 14 1.0 nearly sunk the company) so they're doing an exclusivity agreement due to risk aversion basically gently caress square enix
