Yup! The attacker should declare if they're using a combat card first, then the defender. I don't think it usually matters, but if you guys are defending, you're welcome to wait until the attacker declares if he's using a combat card.

I would actually appreciate this info. There's no rush to do this though. Also I thought the SP never ran out of reinforcements?

FP reinforcement limits definitely come into play; elves and dwarves can run out surprisingly quickly. SP has a limit but when their units die, they go back into the pool, unlike the FP whose dead units are out forever.

While the SP can recruit units that have died, he's still limited by the total number of those units. Considering Sauron has 36 Regular Units, it's not something that comes up that often.

Also, every FP nation is activated when the Witch-King enters play!
