oracle filed first for failure to pay - their suit is pretty good at saying "we were contracted to do x; you changed that to yz and didn't pay" also the oregon people are hilariously incompetent based on the stuff in the oracle filing

The purchase orders issued to Oracle for the project frequently failed to include what's known as "deliverables" – clear descriptions of what Oracle agreed to produce for the money. Instead, they called for "time and materials" to be paid for by the state.

A large part of the reason I haven't left my company is I have a boss I genuinely like and who fights for his reports. I can't imagine what it would be like to have to go work for a shitlord like that every day.

Have they given a magical excuse for the lack of doing anything?

This. 99% of people who take a counter offer are gone with in a year anyways. The majority of them are laid off or fired. If you take a counter offer it puts a HUGE target on your back.

once when i quit a job, the boss people lost their poo poo because they considered me to be "irreplaceable" (hint: nobody is ever irreplaceable). one of the directors took me to the pub and said, while looking at the floor and shaking his head sadly, "um, well... the other boss guys told me to offer you money. i have ten grand in cash on me - it's yours if you stay.". he was clearly horribly embarrassed because he knew i wouldn't take it. i was leaving because it was a totally horrific place to work. i told him sorry, it's not about the money, and he just nodded, with his eyes shut, still pointing his face at the floor. i did not take the money. he didn't finish his beer. that is my story.
