I agree that we have to pass this crisis. The consequences are very harsh, and we should keep the medicine cards for the crisis. On the other hand, the Sheriff is Turtilicious only viable character, because the dude in jail is not going to do anything besides atracting zombies. No, I think as per the rules one survivor that is incapacitated still counts as having a survivor. I'd be tempted to houserule against that, but likely that won't be a problem since Buddy is one wound and one turn away from dying of frostbite.
