You can set that as an option in the settings. It defaults to 200, but that number is checked against when migrant waves leave for your fortress, not when they arrive, so it is very possible to get several migrant waves after you bypass the cap.

Also pregnancies don't check the population cap, dwarves will continue to happily pop out babies no matter what.
There is a hard cap option now, since 0.40.05. The strict cap also stops fort births and all migrants. Both caps can be violated by a few special cases, like the arrival of the monarch if you qualify.
