I think all child support receiving mothers should be hair follicle drug tested. If positive, she does not receive the funds to pay her drug habits. The funds go directly to a trust, managed by a trustee. The trustee will send a probational officer to escort the mother shopping on Wednesdays and saturdays. Together they will purchase a suitable diet for the child using the child support trust. After this is done, the probational officer will call the trustee and confirm the food has been delivered. It is the the responsibility of the mother to inform the father the money has been used appropriately, under supervision of the Child Support Social Caseworker. Once the Child Support Social Caseworker has signed off on the Transitional Period Money-Food or TP-MF-18 Form,the mother may apply for additional funds in order to pay for such necessary materials as school supplies, shoes, clothing, healthcare, etc. This is done via the Additional Appropriations worksheet which must be faxed to the trustee, who will then schedule a time with the probational officer to go shopping for these necessary materials. The material list must be approved by the Child Support Social Caseworker (CSSC) before any purchases can be made. The CSSC will then inform the father of the purchases. This process must continue until mother either passes a hair follicle drug test, or completes a rehabilitation program, and passes every subsequent urine drug test.

This sounds like a pretty good idea, OP. When my mom was raising me she wasted the $25 checks she got every two weeks for my child support on dumb poo poo like doctor's visits & school supplies when I could have had a $4,550 trust fund waiting for me at 18. Think of all the anime video cassettes I could have bought with that money.
