How can I stop this happening? It keeps happening. That is a bunch of workmen trying desperately to dump the huge amount of items that are around that remote door and light. They can't do it because the remote door is there. They can't install a servo to open the remote door because of the remote door, and the items around it. I can't force-open the remote door because of the light on the same tile.

You can have the prisoners in lockup all the time if you set that to be, but when that category switches over to something that requires them to move (like eating, or time in the yard), they will all just go and walk there. The cell doors will just open. Other doors will require a guard to open it, though. There's no way to do escorts. Prisoners will only ever just walk around during Freetime, if you give them any, or when they're going to visitation. Otherwise, they will always be walking to a specific place.
