I didn't check any stats, so maybe I am way off. Perhaps it has to do that the scouting isn't up to date for the new guys and once they've played some games in the league their game gets picked a part and next season the book on them is known to every player in the league. Another factor is probably that most goalies are very up and down, and all players (not just goalies) are much more likely to get promoted when they're running hot.
