We give money to non-"few trusted allies" for basically the same reason. It's a hell of a lot cheaper to give some dumbfuck country a shitload of corn and antibiotics and let them slowly come to depend on us than it is to blow them up to make them do what we want.

There are lots of types of leverage; the military isn't even the only one that lets us kill poor people to punish their leadership.

So does the US have any heavy lift vehicles in service at the moment that use a western rocket engine for the primary stage? Cause it seems that even the Atlas V is using imported russian rocket engines for its primary, even though a much more modern design.

Yeah basically Orbital didn't have much experience in liquid fuel rockets so most of the work and actual hardware was outsourced to Ukraine.

The actual engines themselves were also sitting in a russian warehouse since the 60s/70s before getting rebuilt by Aerojet.
