For some fool reason, I thought the besieger at a port had to have ships in an adjacent sea zone to declare an assault. But no, I just need to not have ships in an adjacent sea zone. This rulebook is just not sticking with me for some reason.

That rule is a little complicated. If the defender has naval units in an adjacent sea zone the assault cannot happen. So if Calais under assault but the defender has ships in the North Sea and the attacker has ships in the English channel the assault cannot happen. The attacker would have to drive the ships out of the north sea. If the defender has naval units in the port being assaulted, the attacker must have more naval units in an adjacent sea zone than are in the port. But then there is another sentence that says Corsairs are ignored for all that poo poo

And no space except your capital may contain more than 5 lands units. That means the troops in Berwick cannot stay and at least 1 in Dublin needs to go back to London.
