I was reading a recent dog bite survey the other day (which I'll try to find again) and there were plenty of breeds which recorded more bites than pit bulls during the data collection period (collies recorded one of the highest rates, along with other working dogs). That doesn't mean pits aren't a problem. It means that dog owners in general don't do enough to socialise and train their dogs and that people are often terrible about assessing their dog's behaviour objectively when it comes to risk. There are some dogs which would be unstable with the best owner in the world. There are some dogs which would be stable with the worst owner in the world. Most "bad dogs" fall somewhere in the middle, but the ultimate responsibility always rests with the owner because time and time again it turns out that these dogs who had been "fine" right up until the moment they seriously injured someone had, in fact, exhibited inappropriate behaviour towards people in the past. I'm not greatly in favour of breed-specific legislation, but one thing it achieves is making life harder for backyard breeders. It doesn't totally stop fuckdrops getting their hands on whatever's currently regarded as the status symbol "mean" breed, but it does help a bit.
