Declining birthrates should be trumpeted by neoliberals as a benefit of rising prosperity. High birth rates represent women controlled by patriarchy who would be stuck at home from their early teenage years, married to an old man and constantly impregnated without consent. Once they get a hold of a very few manufactured goods, they can earn profit and independence for themselves. Next comes the final seal on controlling, abusive husbands' power, birth control  That's the positive spin on it anyway.
