It can't be fixed. Relief aid like food or clothing drives down the profit that fledgling local businesses can make. The free food and clothing may be needed, but it destroys local industry. Money and supplies goes to corrupt warlords. Imagine you have an alcoholic sibling who was driven to drink because you beat him every day when you were teenagers. You can give him help and money, but he will just waste it and be resentful. You can't force him to change and if he could change on his own he already would have. Africa will never heal the scars of colonialism for the same reasons a raped woman can never be unraped. Certain crimes like rape, torture, slavery, and colonialism are considered so heinous because the damage can never be fully undone. Africa will be a burden on the world until the sun swells into a red giant and destroys the earth.
