The Empire is in danger. The Emperor is dead, and his young heir is assailed on all sides by intrigue and plots.

The schemining Minister of the Right seeks to turn her into a mere puppet, and his agents are everywhere. Yet all know him as a capable administrator and absolutely loyal to the Empire, perhaps the only one who can navigate these troubled political waters.

The warlike Minister of the Left gathers her forces and none know whether it is to defend the nation, or to carve out her own kingdom from it. Yet for all the whispers of treason, she is the empress' half-sister, and the most skilled general in the land. Who else can defend the Empire from its foes?

The honorable Minister of the Center tries to hold everything together, his control of the magistrates and numerous police organizations unquestioned. No one doubts his honesty or his knowledge of the law. But in his dedication to order and justice, is he perpuating tyranny and corruption?

Though the new Empress promises reform and succor to the downtrodden, there are those who desire an end to Emperors entirely. Meanwhile, rumors abound that a secret society seeks to restore the former dynasty. Can such drastic actions really change anything?

Brigands and thieves prosper in these trying times, taking advantage of the confusion to line their own pockets. But many of them also sponser services for the poor that the burueacracy has long neglected. When so many officials look first to their own welfare and solicit bribes so brazenly, who are the real criminals?

These internal concerns may all be dwarfed though, for the Northern barbarians are on the move. Crude and ignorant as they seem, they are entirely without fear and boundless in their ambitions. Has a warlord finally united them into a conquering horde?

This age needs heroes. It needs you. But who shall you side with? What will you make of your destiny?

The sunlight streams down through the sky on this crisp autumn day. Trees throughout the capital are a riot of color, and no avenue is more stunning than the Red Gold Boulevard. Orange and red leaves float through the morning air, joining the carpet on the ground beneath. The smell of sweet and savory dumplings wafts up from the vendor's carts as they move down the street, taking advantage of the gathering queue waiting to speak with the First District Magistrate.

You shuffle forward another step as a secretary ushers in the next petitioner. There are only a few more in front of you, and Magistrate Second Rank Discerning Liao apparently isn't one to linger over his decisions. You notice you've fallen into a bit of an odd crowd. These aren't common shopkeeps or peasants around you, or even ranking officials or nobility. They hold themselves in the unmistakable artitude of skilled practioners of kung fu - just as you do.

As you consider this, you catch the sounds of some kind of disturbance behind you. The people behind you turn and begin craning their necks and conversing with each other in low tones, but no one is willing to give up their space in line to see what's going on.

What matter did you intend to bring before the magistrate, and what are you doing now?

A large jovial man in simple merchant garb was currently pestering a dumpling seller. Apparently, the meat was sliced finely enough to satisfy the most stringent of Fujian cooks, but the dumplings consist only of Fujian ingredients, failing to capitalize on the cosmopolitan nature of the capital. Finely-diced Anhui mushrooms and a garnish of a specific Jiangsu pickle would round out the flavor of what the vendor was protesting had been his great-grandfather's traditional recipe.

Craning to see past the crowd without losing his place (Entry to the Imperial Forest was not done on a whim, and Golden Dewdrop Sage, which grows (so they say) abundant and lush there, had a blossoming period limited to only five dawns in autumn), the chef produces a small cloth sachet of herbs, which he hands to the vendor with the instruction to squeeze it once and merely wave it over the dumplings. If the spice fails to improve his great-grandfather's recipe, he will buy all of the seller's stock for today.

Destiny: A Meal Fit For An Emperor
With the correct ingredients and spices, the spirit of men may be inflamed, calmed, or enhanced. If the food is just right, perhaps it may bring forth the natural nobility of an Emperor. What honor would it bring to create that meal? And how rare must such ingredients be?

Rival: Secret Herbs And Spices
Gong has clashed ideologically with the Jianghu chef known as Demon-Swallowing Yang. Yang believes a chef's strength lies in how many secret recipes one knows, and has slain chefs to insure that only he knows how to create certain foods.

Gong's capacity for eating is immense and storied, as is his battle prowess. The stories, however, may be ever-so-slightly more immense than the reality. Centipede Hong

Just past the dumpling seller, chewing happily on his dumplings, an unassuming young man casually kicks the unconscious body of a would-be assassin back under the table. "Interrupting my meals is just beyond the pale," he grumbles.

Finishing up, he begins wandering down the street, greeting various vendors and passers-by by name. "Big Jiang, how's the kids? Sifu Si, good to see you out and about again- back feeling better?"

One eventually accosts him and asks why he's risking being back in town.

Hong smiles. "Petty little matter. The taxes on the village of Xiaohu haven't been updated in 40 years, and in the last 5 a flood wiped out half of their people and farms. If they pay, they'll starve. I'm here to deal with that. Just as a favor."

Sitting next to the line, a woman wearing the saffron robes and a kasa silently holds out her begger's bowl. While the hat hides her eyes, she can "see" well enough beyond it to detect the ki of those around her - looking for one very specific individual.

As the disruption starts, she just as silently stands and leaves to investigate it. Perhaps it is her quarry. And if not, then perhaps some good ca still be done.

Besides, this line was made of cheapskates, and she still needed enough money to eat.

Lang very clearly doesn't enjoy being here. He bears his badge of office proudly, pinned to a small vest. In his hand, he holds a chain, which is bound around the hands of a scarred, thuggish-looking man. "Walk, you damned criminal! I don't want to be here any moer than you do-"

The man starts to speak, and Lang cuffs him in the ear.

"No, I said walk. You poisoned a well, and unluckily for both of us, the law says that's a non-violent crime. That means you're not dealing with me, you're dealing with a damned magistrate. At least I'd have made it quick."

Lang Xiaolung looks over at the man talking about taxes, grimacing. That won't be a fun discussion. As the disturbance starts, though, he turns back to look. This is his duty here! Taking up a wooden pole from a nearby stall, he plants it in a chain link and hammers it into the ground with a heavy fist. "Stay here."

He turns, heading back towards the disturbance. "Ho there, what's all this?" The important thing is less to know what's going on and more to be large, loud and visibly an officer of the law.

Lin Xiumei

Xiumei does hear the disturbance behind her, though she's loathe to lose her place in line to find out. There's always something wrong going on the capital. Curiousity almost wins out, but she needs to deal with problems already ahead of her first.

Really, it's almost inexcusable that she must resort to legwork like this, but the state of the Imperial Palace puts her in a troubling position. Her last survey of the western roads shows that bandits continue to plague the villages there, despite reports to the contrary. An imperial patrol would be more than sufficient to deal with this problem. All the court needs to do is pull out troops from any of the wealthier, already overprotected districts and have them do their jobs. Yet all her petitions to that effect mysteriously vanish in the abyss of the damnable bureaucracy.

For the betterment of this realm, Xiumei needs to do this personally. Discerning Liao is an old friend of hers with some connections that she can use. More importantly, the magistrate owes her a few favors. If anyone can get her soldiers, it would be him.

Just a few more petitioners ahead of her. Then she can focus on other paperwork.

Whether you chose to wait patiently or moved to take a closer look, the source of the disturbance suddenly becomes immediately apparent. Two groups suddenly burst out of an alley, engaged in an all out brawl. Each side is wearing gang colors, one black and red, the other green. Many are armed with knives, swords, staffs, chains, all manner of weapons. Neither side seems to have an advantage right now. They fill the street and spill into the courtyard. Those with experience with the criminals of the city recognize the two bands as the Red & Black Lions and the Jade Dogs.

They spill into the street, shouting and fighting with no regard to bystanders. A pair crash into the dumpling cart, upending it and sending dough flying. One of the black and red clad combatants hurls a burning pot of something noxious at a foe, and misses. The pot explodes against the side of a building, spilling burning oil. The dry old wood immediately catches fire. Those on the ground floor scramble out, but you see can see a gaggle of children looking out the upper windows. Apparently the upper level is some sort of class room. With the fire, they're clearly trapped.

It immediately gets worse. A group of monks from one of the remote provinces was making their way slowly down the street with a sacred white oxen in flower wreathes and bells. Very provincial, but you see all sorts of things in the capital. Unfortunately, the ox isn't nearly as serene as its attendants. As the crowd and fighters press in, it lows in distress and tries to back away. Finding itself trapped, it starts to kick and toss its head, and quickly things deteriorate from there. In moments its totally out of control, bucking and charging at anyone who gets near, the poor monks having been bowled over. It charges into the courtyard in front of the Magistrate's office, adding to the chaos there.

The crowd, naturally, flees, creating a veritable stampede of humanity that tries to get away from the sudden outbreak of violence. You can see people falling in the crush of humanity already. If someone doesn't calm them down, someone is going to get trampled!

There are three obstacles to overcome, plus some people to fight! There are a bunch of these guys, but they're grouped into mobs, and they are fighting each other.

Sister Meiling jumps into action, literally so, leaving beggar bowl behind. First she leaps onto the fallen dumpling cart, then seems to run up the wall for a brief moment to land on a nearby ladder. With a push, a bit of a twirl, and a sway of the hips, she swings the ladder across up to the room where the children are watching, wide eyed.

The nun stands on the ladder with one foot and stares down at the children, robes billowing behind her almost as if they were wings.

"School is out, little ones. Time to run home."

Quickly he leaps into the fray, idly stepping on a Jade Dog on his way to the top of a nearby post. Clearing the crowd would take some effort and guidance- Hong sprints to the front of the panicking mob and begins waving his arms as he rapidly kicks away inanimate obstacles in the road"Safe way out, over here! Right this way, come on!"

The big man moves with surprising agility as the sacred ox bursts into the courtyard. Stuffing the remainder of his dumpling into his mouth, he steps into its path as the crowd surges away, giving a momentarily clear space between the two. Bracing his legs firmly, he spreads his arms and welcomes the charging bull, chewing thoughtfully. The two hit with a jingle of sacred bells and an explosion of flower petals as the chef seizes the ox's head, feet skidding on the tile.

Spending a Fate Point to invoke Iron Dragon and Storm Tiger, bringing it up to +6. Not quite enough yet.

Others are moving to prevent harm from these inconsiderate churls spilling over to innocents. Sen is fine with this - it will give her the opportunity to strike. But first, she must declare herself!

"Ruffians!" she cries, leaping into the fray, "I am Precocious Sen! Lay down your weapons and cease this unseemly disturbance at once, or I shall be forced to respond in kind!"

Without waiting for them to actually obey, Sen starts hitting. They'll learn quickly enough!

Lin Xiumei

...there were just a few more ahead of her. Then the whole place erupts into chaos.

Xiumei twists the sole of her right shoe to spin around, just in time to anticipate a poorly-aimed spear fly her way. The sleeves of her robes lash out, grabs the spear by the shaft, and shatters it into two through sheer force. She then takes stock of the situation.

"Cats, dogs, and white oxen." While yet another gang fight doesn't surprise, the runaway animals do. While a large man moves to control the oxen, if she lets the gangs make things worse...

Two clusters of thugs clash against one another in the courtyard. And right in the middle of that brawl, Xiumei crashes down like a meteor and scatters away the thugs unlucky enough to be next to her.

"Disturbing the peace is against Imperial edict." She brushes the dust off her robes. Her long, flowing clothes make it hard to read her stance, though she keeps her feet planted firmly on the ground she just cracked. "Perhaps you would all choose to reconsider this action?"

Pushing myself between the Lions and Dogs with a Forceful attack (pick either of them): -+/++1 = 2, invoking Stone Crane Form to make it a 4.

Quick as ever, Centipede Hong uses the gangsters as a ladder to get above the fray and open an escape route for the bystanders. They start funneling that way, relieving the crush slightly, but its still a dangerous scene.

Meanwhile, Sister Meiling springs into action. Before her begging bowl even finishes rolling across the cobble stones she has a ladder in place, and quickly helps the frazzled and frightened tutor pass her charges out the window. The sight of the daring nun has clearly made an impression, if the eyes wide with wonder are any clue. In a few moments the whole class is out of the burning building, and being hurried down a side street out of danger.

Wen Gong finds himself in the only clear space in the courtyard as everyone else, bystander or street fighter alike, dives for cover. He gets the bull by the horns, and the two strain against each other for a moment. The beasts eyes roll in panic and surprise - and then it gets its legs under it again and shoves hard, trying to fling this annoyance off and away.

The whirling melee ebbs and flows through the street and courtyard as Xiumei tries to intervene. The thug nearest her throws off her grab with contempt. "No peace while the Jade Dogs run in the streets!" He jabs at her with the end of his staff, clearly intending to get rid of this annoying do-gooder, but then two of the green clad opponents leap on him. "Bite your tongue, alley cat!" one snarls, a chain whirling in her fist. He turns to face then, Xiumei forgotten again.

Out in the street Precocious Sen throws herself into the fray with less than satisfactory results. The closest Jade Dog sways out of the way of her first blow, then a Red & Black Lion ducks the second, another Lion deflects the third with her cudgel, then an exceptionally ugly Jade Dog puts his foot into her back and shoves Sen into the Lion fighter who comes charging up with a yell. The other tough's battle cry turns into a yip of surprise as she drops her spear, but manages to avoid the stumbling girl. The two immediately ignore her, preferring to trade blows with each other at that point.

Not the most auspicious introduction.

Sister Meiling manages to create an escape route for the children! That obstacle is entirely removed.

Wen Gong is going to come up short, even if he were to invoke Clear Path. Given that, I'm willing to let you take back the FP you spent, as the overcome attempt is failing either way.

Lang is not, perhaps, the fastest man. He hangs back for a moment to survey the scene.

But when he does go into action, it is more than enough. "CRIMINALS!" He slams one hand into his chest. "LAY DOWN YOUR WEAPONS NOW, IF YOU KNOW WHAT'S GOOD FOR YOU!"

Not that he's going to wait. Instead, Lang leaps into the crowd, using one hand to hold forth his badge like a beacon. With his other, he reaches out to grab a passer-by who is about to be trampled. "Whoa there! Come on, let's get you moving properly!" He sweeps along the path the man was going to fall, hurling him into the air and turning, pushing with hand and foot to move people aside before reaching up and catching him, placing him down to run. He takes advantage of the clear path being made to help keep the river of flesh flowing, dancing through the crowd like a sheepdog herding sheep - or like a wolf harrying prey. He picks people up, tosses them, uses the momentum of each throw to keep guiding people around the chaos, making sure none are harmed.

This is an Overcome, so I can use Phoenix Laughs at the Sun to make that a situation aspect with a free invoke rather than just a boost. Probably something like Guided Momentum - the flow of people is now helpful to the fight rather than risking bystanders.

As he comes out of the crowd, Lang rolls and comes quickly, grabbing a begging bowl that was dropped in the street. "Now, you criminals! You should know better than to test the might of LANG XIAOLUNG!" He turns the roll into a cartwheel from the momentum of the crowd, coming up amidst the Lions. He swings the begging bowl around to smash into the face of the nearest Lion. He lets out a loud kiai, sweeping the bowl around to flip through the air into his other hand. Using that, he turns and hurls it at another pair of thugs, to bounce off their noggins and land back in his hand. Lang is nothing if not a show-off.

Despite his rather aggressive methods, Lang Xiaolung manages to clear the area safely. In moments, the crowd has thinned considerably, though there are still innocent bystanders around.

It doesn't help the Red & Black Lions much as Lang goes on the attack. The first gangster goes down so fast he doesn't even have time to shout, just crumpling in a heap. The other two that get hit by the thrown stumble, and one crashes into a post and goes down as well. The other turns to see where that came form, and points her finger at Lang. "What kind of jerk throws a bowl?!"

Hong

The crowd is still a mess, even with the funneling exit, so Hong quickly dashes over it, apologizing all the way for the heads he is stepping on. "Sorry! Excuse! Sorry!" Everywhere he spots someone who has fallen, he briefly touches down to help them back to their feet- and then off he is again to pluck out the next innocent in need of help.

Careful defense: Trix, /+--+4 = 3. I really don't want a boost against me, so I'll invoke Beautiful and Elegant Court Official to make this 5.

This doesn't work as well as she had hoped. But then again, nothing ever comes easy for an Imperial bureaucrat.

Xiumei pushes off the jabbing staff with the grace of water, then comes after the offender. Her next step causes the ground to crack again, as she draws chi from the earth and channels them towards a focused strike.

"I'll make this perfectly clear."

She spins towards the Lions and slams right at them with a single fist!

"STOP DISTURBING THE PEACE!"

And a careful attack! Trix, +-/-+4 = 3. These dice rolls annoy me, so I'm going to invoke Stone Crane Form and Air of Authority to make this 7.

Her opponents had forgotten her in their zeal to fight each other, so when Sen renews her assault she catches the nearest Jade Dog by surprise. Her lashing fists pummel the woman to the ground in moments. Unfortunately, Sen now seems to have caught the attention of the other gangsters. The Red & Black Lions are preoccupied with the appearance of the angry law man, so the remaining three Dogs circle Sen, looking for an opening.

In the courtyard, Lin finds some success of her own. The staff-wielding Lion turns around just in time for her fist to flatten his nose against his face, and send him sprawling across the cobblestones. The pair of Jade Dogs fighting him pause to look at each other, shrug, and leap forward to attack Lin instead.

Meanwhile, Lang suddenly finds himself a proper fight on his hands, as the two Lions turn and assault him. The one who pointed at him lays about his head and shoulders with her heavy cudgel, while the other snatches her spear back up and tries to stab him in the legs.

Hong continues to move the bystanders out of the way. Unfortunately, with the crowd thinning the maddened bull has only one target - Wen Gong. It paws the ground, lows, and charges him again.

Wen Gong

Gong grunts and strains against the ox, muscles bulging in his arms and neck as he refuses to let the beast move him even a foot. The paving stones in the courtyard, slabs of granite worn thin by the thousands of supplicating feet, crack and buckle under the strain. Finally, the ox relaxes slightly, staggering back and disengaging before snorting and lunging forward again. Gong spins aside, but the two are surprisingly evenly matched. Although whether the surprise falls more on the side of the chef or the ox is a matter for debate.

The ox isn't entirely threatening from a martial artist's point of view. A blow to the head, backed by chi power, would fracture the skull and drive it into the brain. Solid kicks to the legs would snap the bones and leave it helpless. But it's a sacred ox, you don't want to murder the poor thing. Still, the longer he dances with it, the more likely someone in the thinning crowd will step wrong and get caught by a charge.

His eyes flick to the cracked flagstones. Truly, the Imperial stonemasons will have their work cut out for them, but if they break this easily they were due for replacement anyway. As the ox comes back around, Gong continues the dance, shifting around it and occasionally grabbing a horn as it goes by to steer the beast away from the crowds. As he moves, Gong brings his feet down hard, driving chi into his steps to crack and shatter the flagstones. The ox does its part as well, a strong lunge knocking a stone free and a snorting stomp cracking another in half.

As the last child scurries to safety, Sister Meiling leaps from her place atop the ladder and rushes for the impossibly strong man trying to fend of the oxen.

"You've done well brother; perhaps with your strength and my prayers, we may succeed?"

Though her temple didn't use the same oxen, she knew enough of their kind and their ways. While Wen Gong forced them down physically, Meiling whispered and murmured into their ear, first but words, then a chant, until finally weaving it into a song of prayer. Slow and steady, that's how it's done. The beasts were not calmed yet - but they were getting there

Hong catches the Lions looking to wrong way, facing Lang. The fastest hands in the jianghu snatch the cudgel away on a backswing, leaving its wielder standing there with a completely poleaxed expression for a moment. A quick rap of wood on wood stings the spear wielder's hands and makes her drop her weapon as well. The two turn to face Hong, just time for each to receive a flurry of punches. In moments they're both down.
