In the scene Juliette is remarking how frustrated she is that Romeo is a Montague. "Wherefore art thou Romeo" basically means "Dude, why did you have to be YOU? You could have been anyone, but no, you had to be a Montague; a rival of my Capulet family!" As for Romeo Rose, I have no idea who or what he even is.
