I took it more as "There's no way a little girl's panties will turn me on OH NO I WAS WRONG BECAUSE LOL JAPAN". Sort of an over confidence that he's not a gross otaku, and oops! he is. I don't usually have faith in anime to make a nuanced joke over a creepy gag, but I could be totally wrong.
