Cigs aren't allowed normal avenues for advertising, so they make a psa so unignorably loud, gross and stupid you want to start smoking just to spite it.

Any smoker will tell you that all those commercials do is remind you about smoking cigarettes and provide an excuse to go smoke one right away.
