I made up those numbers about Mass Effect 3 but if you check achievements on Steam you'll see that there are a startling number of games where 75% of all players (denoted as anyone that has installed and run the game) don't get the achievements for beating the first level/act/chapter or completing the loving tutorial. I believe Spelunky and BoI (any version, but moreso the first) still demonstrate this.

In Skyrim, around 25% of people haven't even reached level 5, and that's one of the better games with regards to early game stuff done.

SC1 is good but kind of primitive to play these days compared to modern stealth games. SC2 is mostly a retread of SC1. SC3 (Chaos Theory) is one of my all-time GOTYs (the PC port is excellent if you want to play it that way), the rest are pretty bad (some people liked Blacklist but I hated how they made Sam Fisher a generic soldier-type)

To be fair to the userbase for skyrim, it's absurdly easy to and often encouraged to do things that prevent chievos from working. Play by email games have been in Age of Wonders 3 for two or three months and it's still at 0% of people completing a game.

Splinter Cell: Blacklist is great, though I haven't played Chaos Theory yet. The story is insane but that's par for the course for stealth games.
