It's a Use. I would have said Bid if it was a bid I guess. But Use and Bid are good words that are non-interchangeable.

I bid for first player, not boats. Getting a lot of one kind of meeple is useful when you're the first player, and I have a building that needs an anvil for upgrading.

We'll see if it actually works out, though.
