To answer the OP: not much. Increase that to $500 and you'll have something solidly better, if we're talking new here.

The reason the answer is yes is mostly due to the cost of games can be lower to dramatically lower. I think the real question you should ask yourself is if you like a controller better or mouse/keyboard rather than a pure cost based scenario since thats what it really comes down to if you're looking at a budget gaming pc.

For most people, the answer is both. Controllers and sitting on a couch is a very different style of gameplay than a computer and both have their ups and downs. Computers are generally more versatile though and cover more "bases" so to speak. There are really three camps, those who like both (smart), those who like computer only (understandable considering games that only really work on a computer), and those who think consoles are better than computers (poor idiot faggots).

1500 for a real gamer computer with decent bells and whistles, tops out around 3k.

We are talking $350-$400 and this includes the operating system basically everything except the keyboard+mouse and monitor.
