Everyone gets quad turrets the french just slightly sooner. Bonus techs are basically useless, what you want is research specialisations. Quads are actually bad because they have penalties and are prone to jamming which takes a lot of your guns out of action for a good while.

Quad turrets do have one good thing about them. It takes less weight to put four guns into one quad turret than put those four guns into two twin turrets. Very handy for maximizing theoretical firepower while minimizing tonnage. Generally I'd say the tradeoffs aren't worth it though unless you're under restrictions due to treaties.

Attempting to min/max tonnage restrictions was Pretty much the whole reason behind the Richelieu, one of the more interesting looking ships to come out of the 1930s.

One thing I've noticed now that I've played a few countries is that there seem to be some hidden bonuses. For instance, German ships seem to be a lot less prone to having engine trouble/overheating after steaming at high speed for an extended period. Anyone else noticed anything like this?

The Manual posted:

Arms limitation treaties Treaties will result from disarmament conferences, and these are an effect of event responses. You can affect the chances of a treaty by your answers, but 'tough' answers disdaining treaties will tend to raise tensions.

A treaty will set a limit in displacement and main armament calibre for new ships laid down, and will run for a number of years, usually 4 to 12. All ships under construction at the time of signing the treaty that do not fulfil the terms of the treaty will be scrapped. Existing ships may be kept, and may be rebuilt and modernized, even if they exceed the treaty limits.

Liberal democracies must adhere strictly to the treaty. Other nations may 'cheat' by up to 10% of the displacement. No cheating is possible on the main calibre.

As far as I know while your nation can fall into revolution the government type doesn't change. I could be wrong though! I've yet to have my government revolt.

If you're a monarchy, your monarch (kaiser/tsar/whatever) can be executed in a revolution. As far as liberal democracies go I'm not sure if anything extreme happens.
