The WPA paid on average $40 to $55 per month depending on your source of information. That's less than the current minimum wage adjusted for inflation. I don't disagree with your point but the answer is still to increase funding for AmeriCorps so that they can pay more people more money. You don't need another federal agency, you need more support for programs that already exist.

Paying a bunch of contractors to skim 15-20% off the top who in turn work to minimize wages and benefits is not the same as providing decent compensation to workers directly for those projects.

Do you think Davis-Bacon wages are unfair? Because ARRA required them for all the projects it funded.

Edit: for example, a laborer hired for an ARRA project in California must be paid between $16-24.00+ an hour (plus benefits) depending on the project and locale.

I think that a contractor has every incentive to try to minimize wages and benefits for its employees within the bounds of minimum legally required standards, and that federal workers are far more likely to have collective representation than the employees of contractors. And that's not to mention the percentage the contractors skim off the top for their margins that public agencies don't have to.

e: And way to cherry pick, by the way. That number is below $10/hr in a lot of states.
