C3. Right now the message we've sent is "Don't ever gently caress with mutants". If we attack their headquarters, the message becomes "Our organization is an existential threat to yours and only one can survive". The Brotherhood has bigger reasons for existing besides gang wars, so we shouldn't drag ourselves down too deep into this. So we help ourselves, help our allies, and keep gathering intel on the Locos in case we need to respond again later.
