I do a lot of work with buildings that have been abandoned for a long time, and this doesn't look bad at all. The box top and newspapers on the counter top in the kitchen are dead giveaways to me that someone has been there recently. The paper hasn't yellowed at all, and the box top looks dry and crisp. Likely someone is coming in little by little and cleaning the house out while they figure out what to do with it. If the taxes are being paid then the city is unlikely to make a real stink over the property when there are likely dozens of properties, if not hundreds, that are in actual foreclosure or owe back taxes. Even if the property is in foreclosure or owned by the city, demolition is very expensive; and if the property has the kind of history that you're talking about then it will be even more difficult to demolish. The only way that changes is if the house is a safety hazard because it could collapse at any time, and judging from the pictures I don't think it's anywhere close to that. Interesting OP, don't do anything illegal but it'd be great if you could get more pics or information.

The most recent date I could get for "and Muriel still lives at this address..." was 2011. So this house could have only been abandoned for 4 years or less. I did find some minutes of a historical society meeting from 2013 that mentions "memorabilia from the estate of Muriel Clarke," so perhaps that can point me to some contact information if she's in long term care at a hospital or residing at a rest home. If she's still alive, I would love to chat with her and offer to help with maintenance on the home. Also, the entire time I was over there today, there was a crew of people doing work at the house next door. When I was knocking on the back door, there was a dude using a table saw only a few feet away from me. All these people doing work in the backyard and garage next door and no one so much as looked at me. Honestly, the house probably got to be this way in the first place because the neighbours didn't notice or care.

Here are a couple photos I snapped of the inside of the garage, from outside. There was only an open latch on the door. Looks like that might be an old, dining table against the wall? I can see an old dining chair, but mostly just boxes and bags of books and magazines. I think I see what might be some old photographs in there too. I checked the mail box and none had been taken yet, but an Anglican newspaper was recently left. It seems likely that someone comes by every couple weeks and takes the mail, or else the box would be overflowing by now. Still no news from the lady who said she would get back to me.

I urbexed a number of old asylums on the east coast including greystone in jersey pretty cool stuff, and when I was there we found a bunch of dolls hung in the chapel with markings on them turns out a really lovely horror movie was filmed there and they just left some of their junk laying around

There doesn't seem to be much for grass in the yard. It looks to be all weeds, with some flowers and other plants that have spread around the whole thing.
