When I was a kid during halloween me and my friends would get together and walk the entire neighborhood trick or treating without any parental supervision, at like age 6. The only warnings we got were stay in well-lit areas, stay in a group, and if anyone approached us to keep walking and going to doors. Then 9/11 happened. Now kids just don't trick or treat- or do so from the safety of a car.
