I'm not seeing any activists in this, only corporate executives making decisions and academics presenting salary negotiation as part of the pay gap. I guess if we use the most shitheaded definition possible for "lobbying" possible, your statement would be true.

In any case, thank you for declaring civil service compensation "economically regressive".

I don't know what you mean by that. I do know that your position is identical to antiunion propaganda about how collective bargaining infringes on your rights as a worker. I do know that focusing on "rights as an individual worker" has been used as a framework for all sorts of heinous poo poo like RTW and at-will employment.
