e: Spoilers I guess but I'm not talking about specific plot elements really.

The villain is the most useless guy. He doesn't orchestrate Spectre's plots from behind the scenes, he doesn't in fact do anything of relevance. All he plots is to get James Bond to come to him so he can deliver ineffectual monologues.

It's weird because it's not an accident, the film is explicit about this - he has a guy to deal with taking over the world, it's made clear he doesn't do anything anymore. You could remove him from the film and the plot would remain the same. Why would you have a supervillain who's delegated all the supervillainy to some nondescript guy?
