Sam is not in Rise outside of being mentioned in a recording, and according to the story as presented in the comics, is currently locked in a mental ward, still possessed by the ghost of Himiko. I'm on a 950 and I had massive, minute long freezes where cutscenes would be playing but they couldn't render fast enough to keep up. I checked my hubris and took texture quality back down to the suggested level of High instead of Very High, and that instantly solved it. Framerate issues here and there when things get busy, but that's down to me using an outdated system. Game still looks loving gorgeous and runs well enough.
