They are entirely relying on 3rd party GPS sats run by the Air Force and in the latest versions of the handheld device also on GLONASS if you want.

TBH, GLONASS is pretty lovely. It has nowhere near the accuracy of GPS because most of the ground control stations are located in Russia and the system has gone down more than once in previous years. Mostly, Russia tends to use a combination of GLONASS and civilian-access GPS to help average out their accuracy issues than just using with GLONASS alone.

It's not a good idea to use a Garmin for piloting an aircraft because there are restrictions placed upon how accurate it's allowed to be in abnormal circumstances, such as high speed travel. The restrictions were put in place so somebody couldn't hack an off the shelf GPS into some kind of weapon that could be fired at something.

More likely he just has some poorly trained "Russian Tourists" operating the unit, as I assume teaching actual separatists to operate a SAM isn't an easy thing.
