i think the comparison has more to do with dental hygiene between middle and upper class british and americans. of course all poors have bad teeth, it's a given. but the fact that the middle class and upper class in britian don't give a poo poo about their teeth compared to middle and upper class americans who actually do give a poo poo.

Basic dental care in the UK is heavily subsidised and widely available whereas cosmetic dentistry (especially whitening, straightening and quality fillings) is far less common as it treated as 'private' healthcare, so on average your british person has more teeth, but they are likely to be pretty gross. Over the counter cosmetic treatments such as bleaches are far less common too - I know a guy who picks up dental supplies whenever his work send him to the US.
