Bowie had an incredibly loud voice , and although his range wasnt particularly notable , it was still pretty good, a five octave baritone and always in key. And the dude had perfect intonation as only an englishman could. In short, the guy was one of the best male rock singers alive.

To be fair if you're really into vocals it's a little hard to get into Bowie at first because most of his stuff they play on the radio is from before he figured out he had a diaphragm. One of my dream Bowie projects (that I have to give up on...) is studio re-recordings of a lot of his early stuff with his post-2000 voice. If he'd spent the next year just re-recording Man Who Sold the World/Hunky Dory/Ziggy I would've been over the moon.
