I found two mods on the zdoom forums that re-added the missing weapon firing animations (they're in the game but it just doesn't use them for some reason) and another that made the weapon change time much shorter but they didn't work together so i spent far too long figuring out how to combine them in a single mod. Also someone found sources for all the sound effects at 44.1khz/16bit samples so I shoved that in there too. It's rad. Brutal Doom sucks because it changes far too much, like the dumb killing animations mean you can just charge into a room and start grabbing people because the mod just makes you invulnerable while the animations play out. Yeah, it's neat the first time few times you play Brutal, but if you really haven't gone through the original maps before, you should probably just try vanilla Doom.
