Which one would make the bigger crash when I throw it off a balcony or down a trash chute? That determines it's level of computing power. A phone just made a little sound and the screen cracked, not much of a computer if you ask me. A coffee pot is certainly a computer because it made a moderate crash. A fax machine made an even bigger crash, so it's definitely more of a computer than a coffee pot. The biggest crash I have experienced to date was pushing ENIAC over a balcony. You will never know so satisfying a sound of thousands upon thousands of vacuum tubes smashing to bits and there is a giant crater below my balcony now. Definitely the pinnacle of computing power if you ask me. The most disappointing crash was the time I threw the brain of a chimpanzee. The sounds was a squishy flop so I can safely assess that brains are not computers.
