On 2, the forks having no oil will not really be a big deal structurally. The speedo carrier should be pretty easy to disassemble for inspection - it's usually a plastic gear drive and a metal worm drive to the cable. Some resistance is normal, especially if the cable isn't lubricated.

Shims should be shared across multiple bikes - for example, KTM shims are very expensive but as it turns out they're the same as Harley shims! Woo!

If the floats are adjusted so at small throttle openings the floats don't allow enough gas, eventually the bike goes lean as it's taking more gas than it gets. If you modulate the throttle you avoid the problem because the floats are never at the point where they're not flowing enough gas, and everything is fine. That's my internet diagnosis.

Most of them have ridges like that, just helps them stay in place. They should slide in and out with a little twist and push though.
