This is what collection agencies are for. i was arrested on a warrant for "damaging a tire". turned out it was someone else and the tire's value was only $80, but you can be arrested for almost any crime iirc with very low monetary damages. the thing is most people dont bother actually going to a police station and filing a report so it seems odd when it does happen
