So at this point why aren't you just bombarding Raas planets into unpopulated hellscapes? Is it that hard to terraform them back up?

Basically ground strength doesn't matter because you tend to end up bombing them into dust anyway, and if you don't you can just build 3 times as many armies.

The Raas don't have the war in their favor, since anyone who holds the orbitals has a convenient depopulate button. The instant the paladins of democracy decide it's too much trouble to take them alive, they'll take them dead. It's not like the rock people need planets to produce anything but minerals.
