Part of me wonders if they stuck with Scarlett over any remotely well known japanese actress so that the film might be an easier sell to the chinese movie market. Sure there are japanese actors in secondary roles but Scarlet is a known face from the marvel movies which make a metric fuckton of money overseas. I also don't know one way or the other how well japanese movies crossover to the chinese market but I know that the whole area has a lot of cultural tension.
