Presumably the question being asked was prefaced with "if you couldn't use money you already have" but they just didn't say that in the final statement because it's not as attention grabbing.

I really doubt 47% of the people asked don't have any savings to speak of. It just seems exaggerated to me, and what I assume is that it was phrased to get rid of "I already have the money" as an answer. I wish we could read what the questions were phrased as specifically but I skimmed the article and didn't see it anywhere.
