I'd like to give the benefit of the doubt and say that due to the state of emergency they're either used up or turned to ash. The fire has engulfed hospitals, fire halls (ironically), and other facilities/job sites. Not only has much of that PPE likely been destroyed, but they've also been at this for over two days. I'm not sure if any filter cartridges would last that long.
