The key part is that's it's written under the assumption that it will be a toll road. I think that's why the reports are getting written - to soften everyone up for it. The ring road does need to be finished, but someone, somewhere is paying money to get it done as a toll road.

Yeah, I can't see many new freeway projects in Melbourne not being tolled. I was surprised when the Brumby Labor Government didn't toll the Peninsula Link.
