People with 4K TVs get a slight upres to 4K, and people with 1080p displays (aka the majority) get a nice downsample a'la Nvidia's DSR and whatever AMD's equivalent of that is on the PC side.

To really notice 4K, the screen has to take up most of your field of view, that means an impractically large TV, a projector, or just sitting really close, such as sitting in front of a PC monitor. Arguably though, a 4K TV will make 1080p look slightly worse, since it has to upscale 1080p to match the panel, as opposed to natively displaying 1080p.

But most TV manufacturers use a scaler chip that'll upscale 1080p via something like bilinear filtering, which will soften it a bit. Granted though, with more picture information to work with, it won't look as bad as going from 480i or 240p to 1080p, but it's still going to soften the image a lot compared to how a native 1080 panel would look.
