Actually the sprawling Ministry of Darkbess/Corporate Ministry might have it beat depending on how you want to count the rosters. HHH, JBL, Vince, Edge and Christian were all future champions. Undertaker and Farooq were past champions as well

Then Rollins got hurt, so it was Roman/HHH. But the Shield wrestling against eachother one on one (or on one) has been a pretty big money match, and the Triple Threat seriously is a match people would kill to see at Summerslam or Wrestlemania.
