The budget won't get passed if they don't have a majority and blocked supply is a double dissolution trigger. It's what happened during the Whitlam years. They can't form government unless they can convince the GG they will actually be able to govern (which means getting money bills passed). When pauline hanson first showed up howard was wise enough to capitalise on her popularity and taking on the xenophobia as it was clearly popular. Pauline hansons senate votes show a large amount of the public dont think we're being xenophobic enough and likely the major parties are gonna have to ramp it up a bit to get the anti-immigration vote back.
