Sorry, I guess I wasn't laying it on thick enough because yeah, it absolutely reads as the USSR/Russia. If your Reagan memorial cartoon looks like it's celebrating or longing wistfully for the Evil Empire, no label is gonna salvage it.

We need voter ID laws to make sure only Real Americans (Defined as exclusively voting straight-ticket GOP) can vote!" but it looks for all the world like he's straight up admitting that the point is to disenfranchise the kinds of minority groups who typically vote Dem.

But she isn't hanging from the ceiling, is she? That's the Bell magic. The coup d'grace.
Sure, show the PM and his (then) presumed heir having a bath and nipple tweaks, but then take it up a notch.

The 'pregnant with Brexit' is possible but this was way before the actual vote. It was on the distant horizon, but Boris hadn't picked a side yet. And he's expecting a lot from readers to not only recognize the painting but also know the context of when/why it was painted, apply it to contemporary events, as well as know his own backlog of cartoon symbols for people involved. From a neutral standpoint, this is an insane cartoon.

Just so this isn't mistaken by any casual observers as some form of dark comedy highlighting the plight of African-Americans, it should be noted that Jarlsberg is very conservative, hostile to Black Lives Matter, and dismissive of their concerns.
