There's actually a decent market for outdated stuff like this populated by people who are working a government job or on a government contract and who can only legally use technology that's on some approved tech list that hasn't been updated in over a decade and probably won't get updated before the sun explodes. These are the people who, for example, have to seek out laptops that have a PCMCIA card slot so they can get a 56k modem to put in it because they're allowed to do remote work from hotel rooms over dialup but not ethernet or wifi and they just have to toe that line. There isn't like an epidemic of this or anything, but it's pretty standard bureaucrat behavior to go with the "ain't broke, don't fix it" approach instead of put themselves at risk of being the person who approved some new policy that turns into an information security disaster, so it's not at all unheard of either.
